ICU reviewed all 8,221 inherited concept and hierarchy records in O034, then applied the approved cleanup states in O035. Migration-ready concepts now use modern Concept Library canonicals; lower-priority inherited routes remain lightweight noindex source-continuity pages rather than old product/hierarchy UI.

Old links still resolve for provenance and saved-reference recovery, but the obsolete legacy page experience has been replaced by a lightweight archive surface.
No destructive inference. O035 creates no automatic merges and no 410 retirements because O034 found no sufficient equivalence or retirement evidence. Protected source files, provenance, rights evidence, and stable record IDs remain in the resumable handoff.
Continuity rule. Search and My Universe keep the same record IDs. For the 2,843 migrated concepts, their current public path is updated to the modern canonical, preventing saved IDs from becoming a second identity.
