Know what is sourced, inherited, uncertain, or due for review.
ICU contains several evidence systems built at different times and for different subjects. This guide adds a shared reader vocabulary without flattening each universe’s stricter local rules. Unknown stays unknown. Missing dates do not become “stale” by guesswork. Rights remain separate from factual usefulness.

Inherited metadata
Information is preserved from an existing ICU or source lineage but is not promoted by this campaign as independently reverified claim evidence.
Review needed
A date, identity, scope, or evidence step remains unresolved. Review-needed is a maintenance state, not a verdict that the source is wrong.
Intentionally unresolved
The base deliberately preserves an unknown, lead, or blocked field instead of inventing an answer. This is a valid completion state for evidence work.

The route preserves source-expansion lineage and rights holds, but concept descriptions are not upgraded into factual research claims merely because they have historical source metadata.

Five separate questions
- Identity: Which exact source or artifact is this?
- Support: Which claims does it actually support?
- Freshness: Has the relevant scope been reviewed recently enough?
- Rights: Is use permitted for this exact media/content scope?
- Publication: Is the reviewed material eligible to appear, and with what label?
Unknown is a real state
ICU now exposes supported, partial, unknown, stale, and conflicted evidence states. Rights are even stricter: if a new shared-layer media item has no mapped rights basis, the default is hold, not assumed permission.
Preservation rule: this shared adapter does not retroactively invalidate existing universe pages merely because their richer local rights system has not yet been mapped into the shared namespace.

Source identity guard
The deduper is intentionally conservative. It removes known tracking parameters, but preserves all other query parameters because they may identify a different record. That prevents a known false merge between two CDC PHIL records that share a path but use different pid values.
For readers
Look for evidence panels on representative pages. They summarize the state without pretending the platform adapter replaces the universe’s own detailed evidence model.

Read the machine contracts before adding evidence-backed content. The worker contract forbids automatic rights inference, automatic unknown-to-known promotion, and title-only source deduplication.
