When “no evidence-safe recommendation” appears

That result is a guardrail, not a hidden product verdict. It means the finder cannot satisfy every requirement you marked as hard using the evidence it currently has. The tool stops before the 0–3 fit score can turn an unresolved requirement into a recommendation.

1. Hard requirements are gates

If a candidate conflicts with a required ecosystem, lacks a verified required capability, or exceeds a hard budget using the prices you entered, it is excluded before fit scoring.

2. Fit scores only order what survives

The scenario score describes editorial fit for your selected job. A high score cannot override an exclusion, and an unresolved hard requirement is not silently treated as satisfied.

Does “not verified” mean “no”?

No. “Not verified” or “unknown” means the current source set does not establish the requirement strongly enough for this finder to treat it as true. A verified negative is a different evidence state.

Why can budget mode stop instead of ranking a partial list?

Once budget is a hard requirement, the finder needs a positive maximum and a current all-in price entered for every candidate that has survived the other gates. If a required price is missing, it stops rather than compare priced products against unpriced ones.

What should I do after a refusal state?

First decide whether the blocked requirement is truly mandatory. If it is, verify that requirement from a current authoritative source before buying. If it is not, relax only that hard constraint and run the finder again; then use the comparison and product profiles to inspect remaining trade-offs.
