BKU013 defines what happens when review becomes due, a fetch fails, a page moves or an exact authority disappears. The workflow retries and verifies exact scope before considering any successor source.
URL reachability is maintenance evidence. It does not prove a field true or false, authorize a replacement source, certify compatibility, recommend a product, or make a bicycle safe to ride.

The replacement supports the same field semantics, not just the same family name.
Manufacturer/institution authority stays intact. Retailer or aggregator pages do not silently replace it.
Accepting a successor appends an event; the previous URL and evidence stay inspectable.
A moved URL is a discovery clue only until exact identity and field scope are verified.
Page absence or fetch failure does not by itself prove the stored field obsolete or conflicting.
